Plan of Action:
- Before undertaking any dairy facility expansion or new construction an
economic analysis of the proposed changes and expenditures should be conducted
by a competent financial consultant to determine the financial soundness of
the proposed expenditures. Consult with your local county Cooperative Extension
Service agricultural agent or financial advisor for assistance in conducting
the analysis.

- Contact NCDENR Soil & Water Conservation District Office in local county
to obtain names of local approved technical specialists to assist in developing
an animal waste management plan.
- Contact the NCDENR Division of Water Quality Regional Office in your area
(addresses listed above in number 1) and the local USDA-Natural Resources
Conservation Service office to obtain assistance in farm siting. For

- Contact the local county attorney or the local county manager to determine
if any local ordinances exist or any local permits are required to construct
new or expand existing livestock facilities.
- Contact the NCDENR Division of Environmental Health Milk Sanitation Branch
state office to obtain the name of the regional milk specialist for your area.
Contact that regional milk specialist about obtaining a sanitation permit
to produce and sell grade A milk.
