SDAPS BUSINESS MEETING MINUTES
February 5, 2002

Meeting called to order at 9:50 am by President Ownley

News from APS Headquarters.
J. Sherwood, APS Treasurer, conveyed APS President Noel Keen's greetings to the SDAPS attendees. A new APS Bio-terrorism Committee has been formed. There has also been much activity examining possible changes in the governance of the APS. APS has been "in the red" for a number of years, as a result of a number of start-up online publications such as Plant Health Progress, Fungicide and Nematicide Tests, and Biological & Cultural Tests for Control of Plant Disease. A reorganization of the APS staff has occurred to develop more direct communication between the staff and APS governance.

Membership Report.
McGovern. A dramatic drop (15-20%) in SDAPS membership appears to have occurred since last year. Keinath and McGovern commented that this drop may attributed to the procedural change instituted by the current secretary-treasurer of purging the roster of members who have been delinquent in their dues by 2 or more years. McGovern will work with Benson to determine the breakdown of the membership loss. The report was approved unanimously (Rothrock, motion; Smith, 2nd).

Necrology Report.
McGovern. No deaths of SDAPS members had been reported.

Treasurer's Report.
McGovern. The balance in the SDAPS bank account was $10,137.09. The treasurer's report was unanimously approved (Smith, motion; Sherwood, 2nd). McGovern agreed to furnish Brenneman, Finance Committee Chair, with a more detailed spread sheet for audit purposes.

Councilor's Report. Culbreath. The proposed restructuring of APS governance emphasizing subject matter areas and de-emphasizing geographic divisions was discussed. Forrest Nutter (Central Division Councilor) is a member of a committee mandated to investigate this restructuring. APS Council could evolve in the direction of visionary planning rather than day-to-day operation. Sherwood indicated that a former APS president felt that the society was not reaching all potential members; this individual felt that the ESA and AAAS were more effective in that regard. Also it would appear that many members are not involved through geographic groups (APS divisions). Culbreath welcomed any input on the matter prior to the APS Council mid-year meeting. A motion was unanimously approved to oppose the de-emphasis of divisional input in APS Council governance (Gitaitis, motion; Sherwood, 2nd).

SDAPS 2002 Outstanding Plant Pathologist
A biography of William C. Nesmith, SDAPS 2002 Outstanding Plant Pathologist read by Craig Rothrock covered the highlights of his nationally and internationally recognized career as an extension specialist, researcher, and teacher.

2003 Joint SDAPS-CDAPS-Latin American Association of Plant Pathologists
Smith presented details of this upcoming meeting which will be held on April 6-11 in South Padre Island, TX. A digital presentation of this meeting is available on the APS website.
Ownley polled the membership on interest in a presentation on molds in the homes; only four of the 20 participants indicated an interest.

Future Meeting Sites
Ownley raised the question for discussion of how often to meet apart from SAAS. Kucharek questioned the legality of breaking away. Gitaitis indicated that there was an advantage to meeting with SAAS in that it would also allow attendance at commodity based meetings. Brenneman volunteered Tifton Georgia or other site in the state as a possible location for 2005 or 2006. Culbreath motioned that SDAPS members be polled by email, Copes 2nd. This motion was approved unanimously.

Miscellaneous
Smith indicated that the switch to an online SDAPS newsletter, overwhelmingly approved by the membership, would save the society $600-700/year. Culbreath suggested that the division examine the possibility of naming its graduate student travel award after C. Lee Campbell. Ownley indicated that the meeting attendance was up considerably from last year due in part to the participation of the Southern Soybean Disease Workers. She asked that we remind our colleagues of the benefits of SDAPS membership especially the opportunities for grad students to present papers

Resolutions
John Sherwood capably donned the raconteur robes vacated by O. W. Barnett and presented a very humorous and informative recap of the 2002 SDAPS meeting.
