Statutes are created and passed by a states legislature and are to be enforced by an agency under the authority of the executive branch of a state government, for example a department of natural resources. Regulations are created by and enforced by the agency for the purpose of carrying out state statutes.
Many states refer to their statutes as "Code". Conversely some states also call their rules and regulations "Code". For the purposes of this list statutes are listed under Statutes and rules/regulations (which are the same) are listed under Regulations.
Always check a state's legislature website or contact the legislative body for each state to check for legislation that would amend or repeal statutes or regulations published online or in print form.
Rules and regulations may also be found at state agency websites. See URLs for State Homepages/State Agencies.
The format for some on-line statutes for states may be burdensome to search through and/or their rules/regulations may not be listed on-line for free. In such instances it may be better to access the statutes or regulations for a particular state, such as Maryland for example which does not list its regulations on-line, through other research resources. A few of these include services such as LOIS®, Westlaw®, or LEXIS-NEXIS Services® which may be found on-line, at a law library, or through CD-ROM's and paper publications. These may be purchased through the mail from each of these services. State laws and regulations may also be available through CD-ROM's and paper publications from the states.
